Banking / Chief Appraiser: Buffalo, NY

Our client, a major regional banking institution is in need of a Chief Appraiser to be responsible for:

Overseeing the appraising function of the Bank, including design, creation, implementation and supervision of procedures and policies that will ensure accurate valuations
Promote and maintain independence/integrity of the appraisal process
Complying with uniform standards of professional appraisal practice
Developing the expertise of in house appraisers
Monitor training for administrative staff members.
Setting minimum requirements for quality assessment and quality control
Monitoring the relationship and service of external fee appraisers
Reviewing and monitoring valuation results
Performing and reviewing commercial and industrial appraisals as required
Ensuring records used for appraising purposes are accurate and current
Developing the appraising service provided to customers
Train business partners on policies, procedures, and compliance
Approving fee appraisers for approved appraiser list
Supervising and coaching appraisers
Guide and support Residential Appraisal Manager
Working as part of a team
Working with onsite equipment

ADMINISTRATION:

- Ensuring compliance with Bank policies and practices
- Ensuring compliance with Federal / State/ USPAP regulations
- Ensuring compliance with national appraising standards
- Self-learning / knowledge of FHA regulations
- Self-learning / knowledge of Microsoft Office software
- Self-learning / knowledge of internet & email
- Self-learning / knowledge of appraising software
- Self-learning / knowledge of adjustment techniques
- Ensuring total document and data integrity
- Managing departmental workload / workflow
- Preparing and analyzing statistics
- Identifying and resolving specific appraising problems
- Developing approved levels for appraisers
- Developing budgets and approving expenditure
- Developing management reporting, data capture and market analytics
- Acting in a consultative capacity, working with Credit Administration and other internal partners to assess risk
- Liaison for the Bank with examiners on appraisal issues and accountable for satisfying compliance requirements
- Set and enforce appropriate vendor risk governance protocols
- Administer workflow platform(s)


APPRAISING:
- Overseeing day to day office operations
- Liaising with departments, government agencies, and appraising industry
- Consulting with situations concerning REO
- Performing property appraisals as required
- Ensuring assignments are appointed appropriately
- Monitoring appraisal reports and statistics
- Overseeing implementation of appraisal standards
- Coordinating large commercial / industrial appraisals
- Enforcing regulations and policies
- Monitoring approved appraiser list and appraisers used
- Monitoring relationship and service of external fee appraisers
- Arbitrate disputes and field escalated reports

Qualifications:
A minimum of 10 years experience, in addition to carrying the MAI designation. Candidate must be well-versed in USPAP, FIRREA Title XI, and the Interagency Appraisal & Evaluation Guidelines. Minimum 5 years’ institutional experience is preferred as well as history of supervising appraisal trainees. Basic understanding of retail operations and secondary market requirements are a plus.
Certified General Real Estate Appraiser (including 4 year degree) required for this position.

Compensation:
Salary in the $90,000 to $125,000 range commensurate with education and experience + great benefit package.
